This is ambiguous.

[1] What do ou mean by "seasonal mean" ?
[2] Also, rather difficult to address without knowing the variable structure

If by "seasonal mean" you mean the average (a scalar) of all the tri-daily
values, then loop over each year an subtract the current year's overall mean

[2]
For *each* time (say, 0Z, 8Z, 16Z) find the overall 0/8/16 means and then
loop and subtract those values.

[3]
Maybe run a simple weighted running average over the time means and then
subtract the smoothed values.
