Hi Barry,

If its for a few one-off plots, you'd probably have better luck using a
graphic-arts tool in post-processing (e.g., gimp) to paste in your city
names.

If its for production plotting, then its likely possible to do what you
need, but it would take a great deal of experimentation and specialized
techniques.  Examples 9 and 11 at the following link show how to
incorporated imagery into a plot:

Note that a crucial step in these examples is converting whatever image
format you are using into NetCDF. Rather than mess with individual PNGs for
each city/location, I would be inclined to come up with a single PNG that
is a base map for my region of interest and try to georeference that, as
per example 11.
