[ncl-talk] Table_attach_rows: Minor bug report

NCL team,

The library function "table_attach_rows" prints spurious console output.
There is a left-over call to write_matrix that doesn't belong there.

You might want to add this to known bugs, and clean this out for the next
release.  It is not a show stopper.  Thanks.
