[1] you CAN NOT send email every 6 hours if nobody is answering. Too many emails can be kind of annoying for everybody, and especially for the ones that usually try to reply to everybody, like Mary…

[2] you SHOULD try to find a solution by yourself at least 3 times before asking ncl-talk. Otherwise, we would have a lot of emails (see [1]).

[3]This is a a really simple task that you can achieve with gsn_add_text and the coordinates of your states (as already advised by other people, the example are here http://www.ncl.ucar.edu/Applications/station.shtml <http://www.ncl.ucar.edu/Applications/station.shtml>). You can even use a brute-force approach where you just choose some coordinates in order to have a good-looking plot, without even caring for shape files or ordinary methods.

Please, try more on yourself next time.
