Hi,

I'm not sure NCL has that beyond the regular time functions that converts
between different
expressions of time. What you are asking is rather simple, to do and a
quick check of
internet for UTC to local solar time, or local time according to a diffuse
political map, will
give you enough information to build your own function. My guess is that
you are
asking for local solar time.
