​You might take a look at using shapefiles and the "gc_inout" function. See
example shapefiles_4.ncl at:

http://www.ncl.ucar.edu/Applications/shapefiles.shtml#ex4

You may be able to use the "shapefile_mask_data" function that's part of
this example, if you can find a shapefile containing the Tibetan Plateau.

If already have a lat/lon array that contains the Tibetan outline, then you
can use this with gc_inout directly, and you won't need to bother with a
shapefile.
