Do you mean a space-time spectra, such as described here:
http://www.ncl.ucar.edu/Applications/space_time.shtml

If not, you can use fft2df:
http://www.ncl.ucar.edu/Document/Functions/Built-in/fft2df.shtml as a
starting point.
