[ncl-install] To get NCL software

Sorry for the delay.

If you have Linux or MacOS you can conda to install NCL:

http://www.ncl.ucar.edu/Download/conda.shtml

If you don't want to use conda and must have the NCL binary now, we need to
know the details of your system:

1. Linux, MacOS, or Windows?

2. If MacOS, what version?  (
​type "​
sw_vers -productVersio
​n")​
​
​
​
​​

3. If Linux, what flavor (RedHat, Debian, etc) and what version? (Type
"lsb_release -d")


4. If Windows, is this a 32-bit or 64-bit system? Windows 10 or earlier?
