[ncl-install] [ncl-talk] Installation

The fact that "ncl -V" is not returning any output is an indicator that
something is wrong with the environment.

This can happen if you have an old version of Cygwin. You need to make sure
you have a recent version. What version of the setup-x86.exe program are
you running?

What do you mean by "The all libraries mentioned in the Installation page
are not available from the remote ftp or http links." ?

It's crucial that when you run setup-x86.exe, you click on the various "+"
symbols to open up all the files for a particular category (i.e. "Libs")
and then make sure you select the required libraries that fall under that
category.

Please read this documentation closely, as it explains in a step-by-step
fashion how to run setup-x86.exe and install various packages:
