[ncl-install] NCL error libssh2.so.1

Hi Ousmane,

I think that the “ncl_ncarg-6.5.0-Debian8.11_64bit_gnu492.tar.gz” download on this page <https://www.earthsystemgrid.org/dataset/ncl.650.dap/file.html> should run on Ubuntu 16.04.

Please let me know if that still does not work.
