[ncl-install] install ncl

Dear
i have attempted  to install ncl 6.3.0 for seven months but unfortunately ,
i failed thus i will appreciate if any one help me by using TeamViewer or
others.
Not: my operating system OpenSuse tumbleweed 64
with my regards
