[ncl-install] Installing NCL using condo

Hi Ipshita,

This is a known issue with the conda-forge NCL package that we hope to fix soon.

Please try running “conda install -n ncl_stable -c conda-forge gsl” to reinstall the broken “libgsl” dependency.
