[ncl-install] NCL Installation

Abdus,

We don't support 64-bit cygwin yet with the NCL build because some of the
external packages that NCL depends on will not build under 64-bit. It's
been awhile since we've tried the latest 64-bit Cygwin with NCL, however,
so we'll try to get to that for the next release of NCL which we are
working hard to release soon.

Meanwhile, you can download a 32-bit version of Windows and then install
NCL under that. The 64-bit and 32-bit Cygwin installations are in different
directories on your machine (as long as you don't change this default when
you run the setup-x86.exe program), and can co-exist with each other.

So, my recommendation is to use the X/Cygwin setup-x86.exe program to
install a 32-bit version of Cygwin for now, until we can build a 64-bit
version of NCL for Cygwin.
