It tells you the location from which you can download the function.
    http://www.cgd.ucar.edu/~shea/bootstrap.ncl_beta_640

The functions must be loaded prior to use:

 load "./bootstrap.ncl_beta_640"

or

  load "/...path .../bootstrap.ncl_beta_640"
