[ncl-install] NCL Error; if: missing file name

Hello,

I have had issues troubleshooting an error I get when trying to run any ncl
commands on CYGWIN.

When running commands, I immediately receive the following error output:
if: missing file name

I've ensured that I have added:

    export NCARG_ROOT=/usr/local
    export PATH=/usr/local/bin:$PATH

to my .bashrc file.

A further possibly related issue I have found is when typing "ncl -V" to
check the version of ncl installed, there is no output in bash.  I have
followed the instructions on the
https://www.ncl.ucar.edu/Download/cygwin.shtml#InstallCygwinX website.  Any
ideas of what could be going wrong?
