[ncl-install] NCL-NCAR Graphic installation

Dear Negin,

You don't need to be able to run NCAR Graphics in order to run NCL.  NCL is
based on NCAR Graphics, but it is built into the NCL language.

It looks like NCL and its graphics "engine" is working just fine, so don't
worry about those NCAR Graphics tests.
