[ncl-install] (no subject)

OK. The file is, indeed, executable. I was worried that somehow, it wasn't,
but that's not the issue now. Mary? I suspect you're mroe familiar with
cygwin than I am!

Mariama, one more thing to try. execute the following:
cd  /home/Bama4/usr/local/bin
./ncl -V
