[ncl-install] Issue installing ncl 6.2.1 on Cygwin 32-bits

Hi,



I'm trying to update NCL on my machine. I have windows 8 with Cygwin 32-bits
I have version 6.1.2 and it works perfectly. I'm trying to install version 6.2.1. When I run the test ./ncl.exe -V, I get no output at all. 
I read that somebody had the same problem, but he was using cygwin 64-bits and this is not the case. 
Any suggestion would be fully appreciated.
