[ncl-install] ncl in cygwin/X

I used "setup-x86_64.exe" because my computer is running 64-bit windows OS. 
I will try "setup-x86.exe".

I went to the Cygwin home page and see that they have two different installers now. Which one did you download? setup-x86.exe or setup-x86_64.exe?  I recommend trying the opposite of the one you tried before and see if that works.

If that still doesn't work, then I suggest trying to install version 2.738 of Cygwin if you can find the older versions, until I can get a new Cygwin binary out. (Which won't happen for a month or two).
