[ncl-install] ncl on cygwin for multiple users

What is the best way to install NCL via Cygwin/X on PCs for multiple
users?  I'd like to use NCL on shared laptops in a course I'm teaching
next semester.  I am able to install it such that I (the one who
installed it) can get everything to work, but if I log in as someone
else, I can't start Cygwin/X.  Any help would be appreciated.
