Here at NCAR we no longer support the NCAR Graphics package directly. But
looking at the documentation for EZMAP it appears there are facilities for
drawing lat/lon labels. See
http://www.ncarg.ucar.edu/supplements/ezmap/#DrawObjects.
There are a couple of examples with labels at
http://www.ncarg.ucar.edu/supplements/ezmap/#Examples, particularly mpex13.
You might want to study that.

That said, we would highly recommend that you move to NCL, where labels are
generally provided automatically.
