[mpas-developers] MPAS Restart I/O

Thank you all for the feedback.

The supplemental change allowing automatic selection of the latest available restart time has been well-received by the folks I've spoken to over here, so I propose that we make this additional functionality consistent across cores, and I would be happy to implement this.  However, since we are getting close to merging the atmospheric branch into the trunk, I propose that we first implement the one restart frame per file across all cores, merge that change along with the atmospheric branch into the trunk, and then add the additional restart-latest functionality in a separate merge.

The proposal to store the latest restart name in a latest_restart file and accepting the namelist values:
config_start_time = 'latest'
config_do_restart = .true.
seems like a suitable implementation to me, but if anyone has any adjustments to propose, please let me know.
