[mpas-developers] Test Cases Directory

Hi, Doug.

I think the proposed directory structure looks good. We're beginning to
look into creating a suite of test cases for the atmosphere cores, along
with a script to automate the testing, too, so the test_cases directory
of the repository would be an ideal place for us to keep this script,
namelists, and other related code (though I suppose we'll need to be a
bit cautious about putting large binary files under svn). Thanks for
leading this!
