[GTP] reminder of the March 1st deadline for supplementary funds

Dear all,

As stated in my mail of roughly a month ago, early in March, GTP will  
distribute the remainder of the yearly funds.
The deadline for submitting a one-paragraph proposal is March 1 COB.
