The decisions that national leaders, local officials, developers, and
planners make today will determine how billions of people in urban centers
will thrive over the next century. Already, half the global population
resides in cities. That figure is set to increase to 70 percent by 2050.

Traditional models of city development can lock us into congestion, sprawl,
and inefficient resource use. However, compact, connected, and
resource-efficient growth can help ensure that cities are livable as  well
as environmentally sustainable. WRI Ross Center for Sustainable Cities (WRI
Cities) works to ensure cities drive economic opportunity while sustaining
natural resources. We use technical expertise, cutting-edge research, and
on-the-ground partnerships to design solutions that enable sustainable city
growth.

Our analysis and tools allow cities to effectively manage their natural
resources and reduce their greenhouse gas emissions. Working across our
network, we develop and support the implementation of research-based
solutions in sustainable mobility, urban development, as well as urban
efficiency & climate that reduce pollution, improve health, and create safe,
accessible public spaces for all people to thrive.

WRI Cities builds on WRI's global and local experience in land use,
mobility, and integrated planning. It uses proven solutions and
action-oriented tools to increase building and energy efficiency, manage
ecosystem services, encourage effective governance and make the fast-growing
urban environment more resilient to new challenges. Aiming to influence 200
cities with unique research and tools, WRI Cities focuses on a deep
cross-sector approach in selected megacities on two continents, and targeted
assistance to additional 50 urban areas, bringing economic, environmental
and social benefits to people in cities around the globe.

Urban Development

In the WRI Ross Center for Sustainable Cities, the Urban Development team
provides technical and policy support to help cities develop integrated
planning approaches for land use, infrastructure systems, and economic
geography that helps cities advance social and economic objectives in the
most resource-efficient way.  We work with local and national governments,
the private sector, and communities to help them jointly contribute to
compact urban forms, resource-efficient infrastructure constellations, and
equitable access to services - the spatial underpinnings for livable cities.


Job Description

This is a part-time, limited term contractor position as a Senior Consultant
as part of the WRI Ross Center for Sustainable Cities Urban Development team
from June 2019 (preferably) through December 31, 2019.

The Senior Consultant will be responsible for developing the project plan
for an upcoming 5-year initiative on "Transformative Governance for Urban
Sustainability," anticipated to be funded under the German International
Climate Initiative (IKI). This project seeks to achieve systemic
transformation towards sustainability, starting with grounded, co-created
changes at a local level, but scaling to national and international levels
through knowledge creation that motivates and informs replication. It
develops, tests, and disseminates a scalable approach for achieving
transformative shifts in urban development to put cities on a path to
zero-carbon emissions. Our consortium (DIE, UNU-EHS, WRI, IIED) and our
local partners will identify and catalyse high-impact projects in our pilot
cities. These will function first as leverage points to shrink carbon
emissions, conserve biodiversity, and use land, water and other resources
more efficiently, while simultaneously addressing poverty reduction and
inclusion, and second as demonstrations of transformative governance
approaches that can be scaled, shared, and replicated. We will use the
unique agenda-setting capacities of our consortium for driving new knowledge
and practice partnerships for change from (and between) local to global
levels.

Developing the project plan will include but not be limited to the following
responsibilities:

*	Working with WRI Brazil and Mexico teams to define and describe the
pilot projects and their rationale within the project. The
*	Liaising with the international partners to further develop the
workplan and strategy for scaling lessons from the pilots.
*	Working with all partners to ensure that the link between on-ground
pilots and the larger vision of systemic change are consistent throughout
the project plan.
*	Working with WRI and international partners to flesh out budget,
personnel, and project planning submissions to IKI as the project moves from
the Appraisal Mission to implementation.

The senior consultant will also be responsible for ensuring that the
programmatic development of the IKI project is consistent with and
complementary to the broader Urban Development strategy.  He or she would
work with the Director, Integrated Urban Strategy to help consolidate and
strengthen the Urban Development portfolio of work across WRI Ross Center's
offices in China, India, Mexico, Turkey, Brazil, and Ethiopia. This part of
the position includes but is not limited to:

*	Working with Urban Development managers in the DC and international
offices to develop a more specific shared sense of priorities and focus
areas, building on strategy discussions over the last 18 months.
*	Integrating new work areas in green infrastructure, particularly
focused on forests and water management, into the core urban development
practice.
*	Scanning of peer organizations to assess competitiveness of Urban
Development positioning given history and experience.
*	Working with the offices to develop sharper public positioning
materials aimed at increasing funder and partner understanding of the value
that the urban development team's work offers.
*	Possible contribution to programmatic fundraising proposals, as
needed.

Job Qualifications

*	Master's degree or other advanced degree in urban planning or allied
fields
*	Ten+ years of related work experience required, of which 5-6 should
be in a program management or other leadership level. Additional experience
preferred.
*	Exposure to various modes of urban planning preferred, including:

*	Combination of private sector and public sector or non-profit
experience.
*	Applied project-level practice as well as strategy development
*	Experience in multiple countries, including in the global south.

*	Experience in resilience planning, with particular emphasis on the
roles of social capital and green infrastructure.
*	Strong written and verbal communications skills.
*	Demonstrated thought leadership ability on key issues in urban
development, planning, and urban sustainability
*	Ability to think creatively.
*	Flexible, responsible, self-motivated.
*	Strong interpersonal skills and ability to work with teams of
individuals and colleagues
*	Experience of using qualitative and quantitative research methods.
