I'm pleased to announce that the Senior Executive Service position of Director, Ocean Prediction Center (OPC) within the National Centers for Environmental Prediction (NCEP) in the national Weather Service (NWS) is now being advertised through USAJOBS.

The OPC originates and issues marine warnings and forecasts, continually monitors and analyzes maritime data, and provides guidance of marine atmospheric variables for purposes of protection of life and property, safety at sea and enhancement of economic opportunity. These products fulfill U.S. responsibilities with the World Meteorological Organization and Safety of Life at Sea Convention.

DUTIES:
1. Provides marine data, forecast, and warning services for the general public, the private sector and all branches of the U.S. Government including Department of Defense (DOD), Department of Commerce (DOC), Department of Transportation (DOT) and similar services are provided under the auspices of the World Meteorological Organization to the international community for the Atlantic, Caribbean, Gulf of Mexico and eastern North pacific regions.

2. Supervises the research aspects of the OPC which focuses on the development and implementation of improved data, forecast, and analysis applications research programs that require interaction with scientists from all over the United States and the world.

3. Leads operational implementation of new technologies and techniques for enhancing National Centers for Environmental Prediction (NCEP) ocean products and services, with the knowledge required at an expert level for marine forecasting and tsunami warnings.

4. Implements the communication of OPC products to users and acts as the representative of NCEP in dealing with the establishment of cooperative agreements or memorandums of agreement/understanding as necessary or required.

5. Serves as a member of the NCEP management team, is responsible for carrying out the mission of the organization in the most economical manner possible while ensuring consistency with operational and application development responsibilities, and makes recommendations to the Director of NCEP concerning the modification of programs or parts of programs associated with marine data, products, and services.

6. Deals directly with international and other federal (including DoD), state, county, and local governmental agencies on matters of mutual concern and is responsible for establishing working relationships with these agencies. Also, deals with organizations and individuals in the private sector in a similar fashion.

7. Plans and assigns work to be accomplished by subordinates after taking into consideration the capabilities of employees, task difficulty, requirements of the work being assigned, and resource avai1ability, develops job performance standards and assists employees in achieving an acceptable level of performance, evaluates the performance of subordinates, and reviews evaluations of performance submitted by subordinate supervisors.

8. Identifies developmental and training needs of employees. Provides or makes recommendations for the provision of such training.

9. Hears and resolves complaints not resolved at a lower level, handles disciplinary measures such as warnings and reprimands, and recommends action in serious disciplinary cases.

10. The incumbent must be sensitive to the goals and objectives of supervised employees and be able to communicate to them the goals and objectives of the agency. Also, the incumbent must participate in the EEO program and be cooperative in carrying out action items in the NCEP Affirmative Action Plan.
