Description

The Massachusetts Department of Environmental Protection (MassDEP) is the state agency responsible for ensuring clean air and water, the safe management of toxics and hazards, the recycling of solid and hazardous wastes, the timely cleanup of hazardous waste sites and spills, and the preservation of wetlands and coastal resources.

MassDEP seeks applicants for the position of Environmental Analyst V within the Bureau of Air and Waste, Air Quality Section. The (BAW) Air Quality section is charged with implementing regulations, projects and permitting that protect air quality in Massachusetts. This position will be based in MassDEP's Central Regional Office, Worcester, MA and will direct the day-to-day operations of permitting and compliance monitoring for air quality control in the region. The staff in this program perform technical reviews of Air Quality Plan Applications, draft Plan Approvals and Operating Permits, and conduct compliance/ enforcement activities concerning stationary air pollution sources located in Central Massachusetts.   These facilities range from minor to complex sources (e.g. coaters, crematories, power plants, resource recovery facilities, landfills, and manufacturing facilities).

Duties for this position include, but are not limited to, the following:

*        Maintain a high level of expertise in all aspects of air pollution control technologies, especially those that meet top-case BACT, testing methodologies, monitoring systems and strategies, industrial processes and practices, noise mitigation, odor control, air dispersion modeling requirements, and state and federal air quality and climate laws, regulations, and policies.
*        Supervise staff in the performance of their duties: oversee staff in the review and interpretation of complex analytical data, analyses, plans, protocols, and technical reports
*        Support staff to determine if violations exist by comparing actual facility activities with the pertinent environmental regulations, and if violations are determined to exist, recommend the appropriate level of enforcement activity
*        Prepare thorough materials for presentation to Regional Enforcement Review Committee; develop the appropriate enforcement documents; conduct enforcement conferences; and determine when facilities have returned to compliance after enforcement documents have been issued.
*        Provide technical assistance and interpretation on state and federal air quality regulations and program guidance; review and provide comments on drafts of plan approvals and operating permits; distribute/monitor permitting and compliance/enforcement work load as well as special projects; oversee compliance inspections to determine compliance with appropriate air quality requirements;
*        Ensure all inspections conducted by staff are thorough and follow-up is completed in a timely manner
*        Provide regular feedback to staff in the performance of duties and assist when necessary in improving in those areas; conduct formal employee reviews, and if necessary, develop employee remedial actions plans and associated evaluations.
*        In conjunction with the other AQ Permit Chiefs and Boston staff, review regulatory/policy changes, recommend and develop staff training sessions, and ensure consistent state-wide implementation of regulatory/policy changes.
*        Represent the Bureau of Air and Waste/CERO to the Department regarding air quality policyregulations, policies, initiatives, strategies, documentation protocols and templates, training requirements, workloads, staffing levels, data systems, and equipment needs.
*        Manage and direct BAW /CERO responsibilities for compliance monitoring and permitting for air quality control, including developing strategies for continuous improvement in both areas. Direct activities for continuous improvements in prevention and control strategies embodied in permits.  Manage activities to improve DEP's effectiveness at monitoring compliance with AQ requirements. Ensure timely update of information databases maintained by the State and Federal government.
*        Provide regulatory information to facilities, municipal officials, and the public to ensure compliance with state and federal regulatory requirements.   Provide outreach to the public as needed.

 Preferred Qualifications at Hire:

*        Experience in supervising engineers, environmental analysts, and/or scientists working on complex technical projects with deadlines.
*        Knowledge of all aspects of air pollution control technologies; variety of industrial sectors, processes and practices; emission stack testing methodologies and procedures; CEMS, COMS, and other monitoring systems; and mass balance and emission calculations.
*        Familiarity with the Federal Clean Air Act and state and federal air pollution control regulations and policies.
*        Proficiency in reviewing and evaluating top-down Best Available Control Technology analyses, engineering plans, specifications and standard operating and maintenance procedures relative to a variety of industrial processes and air pollution control equipment.
*        Knowledge of air dispersion computer modeling, predictive sound modeling, and the inter-relationship between energy and air quality.
Initiative and ability to work independently while also interacting effectively in a team environment;
*        Excellent computer skills, including a working knowledge and experience with Microsoft Outlook, Microsoft Word, Microsoft Excel, and Microsoft Access; Project Management software proficiency is a plus.
*        In addition, the successful applicant must demonstrate excellent written and oral communication skills.





Qualifications

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least six years of full-time, or equivalent part-time, technical or professional experience in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, of which (B) at least four years must have been in a professional capacity, and of which (C) at least two years must have been in a supervisory, managerial or administrative capacity, or (D) any equivalent combination of the required experience and the following substitutions.

Substitutions:
I. An Associate's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.*
II. A Bachelor's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of two years of the required (A) experience.*
III. A Graduate degree with a major in environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.*

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually competed.

NOTE:  Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.  No substitutions will be permitted for the required (C) experience.
