Climate Change Lead Specialist - Mainstreaming



Are you recognized as an expert in climate change? Are you familiar with
both global policy contexts and national institutional arrangements? Have
you developed a strong knowledge of climate change financial mechanisms and

The team: The IDB’s Climate Change Division (CSD/CCS) partners with
stakeholders within the IDB Group and across Latin America and the Caribbean
to mobilize resources, generate and disseminate knowledge, and help build
institutions to achieve low-carbon and climate-resilient development. You
will provide technical leadership and coordinate the planning and execution
of the IDB Climate Mainstreaming Program in partnership with the Vice
Presidency of Countries, Vice Presidency of Sectors, and Multilateral
Investment Fund (as described in the IDB 2017 Climate Change Action Plan).

What you will do:



*	ensure internal coherence and consistency of climate mainstreaming
actions with the Climate Change Action Plan and our division’s goals and
best practices;
*	ensure efficient and effective mainstreaming of climate change in
the IDB Group strategies, policies, programming, and operations;
*	develop climate related strategies and solutions to build internal
capacity to better incorporate climate change issues across IDB products.



Areas in which you will work:

*	Lead our agenda to double climate finance by 2020 and champion
coherence, consistency, effectiveness, and the adoption of best practices in
mainstreaming climate change across the IDB.
*	Oversee a team that will develop strategies, policies, and
procedures and provide operational and technical expertise, mentorship, and
support to our clients to ensure efficient incorporation of climate change
into the design, preparation, and execution of programs and operations.
*	Assure climate related activities in IDB operations are executed
effectively and deftly through the systematic and objective assessment of
the design, implementation, and results of interventions using quality data
to report on the fulfillment of objectives and impact and to improve future
interventions and policies.
*	Be a champion of the operational role of our division in
mainstreaming climate change in operations; provide advice on complex issues
that arise in operations that present climate change risks or opportunities
and enlist cooperation to address them.
*	Manage the development of climate related inputs for the preparation
of institutional strategies, sector framework documents, country development
challenge documents, country strategies, country program documents, and
other institutional reports, such as, those relating to the Corporate
Results Framework.
*	Build alliances and relationships promoting partnerships with
internal and external partners, countries, donors and/or institutions to
advance the program agenda and the accomplishment of the objectives through
collaboration and effective communication.
*	Strengthen capacities and increase understanding of internal clients
through training and knowledge generation and dissemination in areas such as
sector and/or country/region specific climate issues, climate policies and
institutions, climate risk, climate finance, climate adaptation/resilience,
climate economic risk, climate mitigation, climate finance tracking, and/or
measuring GHG emissions.
*	Identify, design, execute, produce, and disseminate technical
knowledge products to meet the needs of identified audiences.
*	Ensure the effective coordination of staff and complementary work
force activities ensuring dedication, engagement, and delivery of results.


Qualifications




Academic Degree/ Experience:



Master's degree in Engineering, Applied Science, Environmental Studies, or a
related discipline. PhD or equivalent desirable. Minimum of ten (10) years
of experience working in international organizations with the design and
implementation of country strategies and development projects in Latin
American and Caribbean.



Areas of Expertise:



Proven leadership skills; Program development and management; Deep
understanding of climate change global policy context and national
institutional arrangements; Strong knowledge of climate change financial
mechanisms and instruments; Understanding of approaches to measuring and
reporting on mitigation and resilience/adaptation actions; and deep
understanding of climate implications across multiple sectors and regions.



Languages:



Excellent command of two official languages of the IDB, in this case English
and Spanish. Portuguese and French a plus.
