Job Description and Duties
The Climate Change Mitigation and Emissions Research Section is responsible for the Division's vehicle emissions research program, and works closely with regulatory program staff to carry out research, coordinate efforts, and identify emissions research questions important to the agency.  The program includes both greenhouse gas and criteria pollutant emissions, and is constantly evolving to address future policy questions as well as to provide information on currently used technologies.  Immediate priorities include research into real world emissions from light duty vehicles and the difference between real world and certification levels. The Section is also responsible for developing, implementing, and administering regulations to reduce the emissions of high global warming potential greenhouse gases from mobile air conditioners.
The candidate will work to accomplish the mission of the Section through many activities.  The candidate is expected to use scientific principles, analytical skills, and effective communication to:  1) Conduct highly focused technical and scientific evaluations of existing information; critically evaluate research proposals and reports; and prepare technical research reports and documents for the general public.  2) Participate in and/or initiate policy-relevant, novel research to meet the needs of regulatory programs for mobile sources emission control and produce scientific papers of the results, and investigate the potential impact of emission reduction strategies on air quality and climate.  3) Communicate and maintain productive interactions with other units within ARB, Cal/EPA, U.S. EPA, the California Energy Commission, the scientific community, as well as international, domestic, and regional stakeholders. 4) Utilize computer skills to maintain ARB SharePoint sites, query ARB copies of DMV data, and query the ARB Vehicle Emission Database System.

The selected individual should enhance the scientific and technical capacity of the Section and complement the expertise of the existing team.  In addition to technical skills, the candidate also should be able to think broadly, understand how emissions research fits into the agency's needs and programs, and guide programs to be relevant and supportive of the mission of the agency.  Scientific and technical expertise to carry out original research is particularly desirable.  Excellent verbal and writing skills are essential to the position. The most desirable qualifications are an advanced degree in an engineering or scientific discipline, and a high desire for making original and sustained contributions to the mission of the agency and to the scientific community.  Specifically, the candidate should want to work at the nexus of policy and research to achieve reductions in greenhouse gas and air pollutant emissions.  Experience in emissions measurements and instrumentation are desirable.  The applicant should have facility with computer software for manipulation, analysis, and graphical presentation of data.  The ability to multitask and time management skills are necessary.  A team player with a positive attitude and an honest desire to diligently work for clean air in California will join an exceptional group of dedicated engineers and scientists who represent the highest caliber of personnel in State civil service.
