Ocean Networks Canada and the University of Victoria are looking for an 
experienced, energetic individual to fill the role of Chief Finance & 
Operating Officer (CFOO). The CFOO is a key member of the Executive team 
at Ocean Networks Canada (ONC), a not-for-profit organization that 
monitors key regions of the ocean off the west coast of Canada and in 
the Arctic. ONC’s multiple and diverse ocean sensors and instruments 
continuously gather data in real-time for scientific research and to 
help communities, government and industry make informed decisions about 
the future. The ONC research infrastructure has an asset value of over 
$150M and an annual operating budget of approximately $17M. This 
rewarding opportunity will support Ocean Networks Canada’s newly crafted 
vision of enhancing life on Earth by providing knowledge and leadership 
that deliver solutions for science, society and industry.

The ideal candidate for this recently created position is an 
operationally oriented, business savvy, financial and administrative 
leader who, over his/her career, has demonstrated an ability to support 
strong bottom- and top-line performance, and who has won the respect of 
their peers in a collaborative, team-oriented culture.

*Qualifications and Experience (Updated) *

/Education/

An advanced degree in Business Administration or an advanced degree with 
equivalent experience and/or a recognized financial accounting designation.

/Experience/

Strong operational experience; ideally has demonstrated success working 
in a senior management role for 10+ years in aresearch, not-for-profit 
or corporate environment, five of those years to include direct 
experience with at least two of the following; multi-faceted financial 
operations, human resources in a multi-union environment, physical, 
material and technological resources, large-scale initiatives involving 
significant implications and dollars and diverse stakeholder groups.

/Knowledge, Skills and Abilities/

This position requires demonstrated capacity for:

·Strong team leadership, supervisory experience, an aptitude to operate 
as an effective tactical as well as strategic thinker, and excellent 
organizational, analytical, and creative problem solving skills;

·Superior management skills; ability to influence and engage direct and 
indirect reports and peers;

·Exceptional written, oral, interpersonal, and presentation skills and 
the ability to effectively interface with senior management, ONCs board 
of directors, and staff;

·Knowledge of sound financial practices in a multi-funded environment 
dealing with multiple compliance requirements of funders;

·Demonstrated ability to exercise judgment independently;

·Excellent interpersonal skills are essential along with the ability to 
work with confidential and/or sensitive issues with strong conflict 
management skills;

·Proven track record of success facilitating progressive organizational 
change and development within a growing organization;

·Strong business acumen with knowledge of financial reporting and 
procedures;

·Driver of change in a large complex organization;

·Demonstrated ability and experience in risk management identifying and 
effectively handling organizational risks; and

·Additionally, knowledge of processes and policies within various levels 
of government is desirable.

/Desirable Experience: /

·Knowledge of research and innovation, in particular in the field of 
oceanresearch and the related research funding context; and

·Knowledge of organizational design and behavior.

critical to success.

Management style: Demonstrates an ability to manage conflict, build 
consensus, and facilitate problem-solving and collaboration among 
various parties.

Communication: Communicates passionately, effectively, and persuasively 
across a diverse set of stakeholders. The CFOO must also be able to 
create processes and structures to facilitate effective communication 
both internally and externally.

Build Strategic Alliances: Knowledge and skills to engage in internal 
and external stakeholder analysis and to negotiate agreements and 
alliances based on a full understanding of power and politics.

Business Acumen: Financial knowledge and risk management skills.
