[Cosmic_announce] Scheduled planned maintenance outage for CDAAC-WWW

UCAR will be doing routine Datacenter maintenance this Saturday April 18th.
The CDAAC-WWW server will be offline from 5:00AM on April 18th, until at
least 6:00PM Saturday.
