[Cosmic_announce] COSMIC data outage

Dear weather center personnel:  There has been a COSMIC data outage 
since last night at around 0400 Z, Day 2014.066.  The outage was due to 
lack of availability of IGS ultra-rapid orbits.

We have put in place a temporary experimental data feed that uses 
GPS orbits from CODE instead.

We will send out another notification when the normal data feed is 
re-established.
