[Cosmic_announce] Edition 4 BUFR files expected soon!

Hi Lidia:  The only change is in the header for the BUFR files.  The data 
and processing involved have not changed.  Also, I was planning on bumping 
up the version number (from 0001.0006 to 0001.0007) just to make it easy 
to distinguish the old files from the new.  This name change is not 
necessary--I could leave the names the same if it would make things 
easier.
