[Cosmic_announce] CDAAC outage postponed 24 hours

Greetings:

The advertised CDAAC down-time will be delayed 24 hours due to a 
last-minute hardware failure.  The revised plan is to bring CDAAC down for 
1-2 hours on Thursday March 17th starting at 1pm mountain daylight time.

We regret any inconvenience caused by this outage!
