[Cosmic_announce] COSMIC satellite #2 back online

Hi all:  FM2 processing had been taken offline from 2007.003 to 2007.008 
to upload and test new firmware.  Unfortunately, serious bugs were found 
in the new firmware, so we have reverted to the previous version.

FM2 is now back in production and looks stable as of 2007.009.
