[Cosmic_announce] BUFR files now set to 300 levels, 60km max height

Greetings:  New CDAAC 2.0 software has been installed on our production 
cluster after an extended testing/validation period.

Results should be at least as good as before and there should be more 
occultations processed.

Also, BUFR files now include 300 levels of data instead of 200, extending 
up to 60km.
