[Cosmic_announce] Two dumps of FM1 data processed with old firmware

Greetings:  The first two dumps for FM1 on day 2007.260 used an old 
version of the LEO satellite GPS firmware.  This resulted in some 37 
profiles which were biased below 5km being delivered to weather centers.

We have turned off processing of FM1 data until new firmware has been 
uploaded.

Apologies for any inconvenience this may have caused.
