[Cosmic_announce] FM6 back online

Hello:

After a recent satellite maneuver on day 2007.040, FM6 started to have 
tracking problems on one of its antennas.  We had stopped 
publishing FM6 data on CDAAC while tests were being run to find the problem.

Now FM6 appears to have stabilized and we are pushing the results to CDAAC 
again.

While we believe that FM6 data should be of high quality, they may be 
intermittent.

Users most concerned about data quality may want to examine FM6 data 
carefully and evaluate removing it from their processing.
