[Cosmic_announce] champ real-time (champrt) bug found and fixed

Hello:

A bug was found in CHAMP real-time processing on CDAAC which was 
responsible for a warm temperature bias of about 1K at 30km.  The bias
is much smaller at lower altitudes.

The problem has now been fixed.  All champrt data processed from Nov 22, 
2006 until today (Feb 1, 2007) have this bug.
