[Cosmic_announce] Temporary COSMIC BUFR files without moisture values

Dear Data Users:

Due to the lack of GPS 12 hour forecast model data file for the most 
recent time step we have implemented a temporary change to our 
processing which will enable BUFR files for COSMIC to continue, but 
without moisture information. These files should be identical in format 
to the regular files, but all temperature, pressure and moisture values 
are 'missing' (-9999999.000).
