[Cosmic_announce] Software change important for data assimilation

Hello:

On day 2006.250 a change was put into our inversion software ('roam') 
which was more important for data assimilation than realized.

This change affected a small number of occultations each day which were 
affected by data gaps.  Before this change, a few occultations each day 
would terminate early (from 10-20km) and would have erroneous refractivity 
values below about 20km.

This change will be included in the soon-to-appear post-processed COSMIC 
data.

Sorry to not have given earlier notice.
