[Cosmic_announce] COSMIC data Outage doy 2006.261

Dear All:

COSMIC processing was down approximately 10 hours early on doy 2006.261 
UTC.
This was due to an internal issue on our servers.

The server problem was corrected and processing resumed at 15 UTC.  All 
the missing data sets were processed by 16 UTC.
