I am guessing you are using GFS data from after 12Z 14 January 2015.
You need to have these lines in your Vtable (Vtable.GFS) file for the
ungrib.exe step:

I've attached my full Vtable.GFS. Note that the attached works for
both GRIB2 and GRIB1 format (obtained by running 'cnvgrib.exe -g21
grib2file grib1file'), whereas, I don't think I've seen any others
floating about that actually work with GRIB1 format.
