Dear Hamdi,

Some possible reasons for that error message:
1) You don't have the portland fortran compiler (pgf90) in your machine: You 
should choose another wrf configuration option according to your compiler;
2) You do have pgf90, but it is not in your PATH environment variable: 
Change it to include the compiler path in it.
