When you run siscan.exe on the results of hinterp, what you get is the 
vertical dimensions of the incoming data, which seems to be 27. At this 
point in the process, interpolation has not yet been done to the WRF 
model vertical coordinates (36 levels). Hinterp only does the 
horizontal interpolation to the WRF grid.

After you run vinterp you should get the 26 levels you specified.
