[Tiimes-extended] Blue Bike Policy change

A new blue bike policy is in effect beginning today (3/19/09).  The 
changes will make blue bikes more for short term use rather than for 
long term.  The new rule is one (1) month maximum rental per year.  
Anything less than five (5) days is considered short term and you're not 
limited on the number of uses.  This will effect many of our visitors, 
so alternative transportation will need to be found once they've used 
the one (1) month blue bike program.  We will have lists of bike rental 
places available within the next month.  The policy will be online by 
the end of this week.

If you have previously rented a blue bike, then we would suggest that 
you rent one for the next month.  This would then give you time to find 
other transportation.  For staff, please let your future visitors know 
that the time is limited for the blue bikes and for visitors that are 
here longer than one (1) month that they will need to make other plans.
