[Tgcmgroup] new method for running TGCM models

        the TGCM models (TIEGCM, TIMEGCM, etc).

Abstract:

A new method of configuring, building and executing the models
on IBM and SGI systems at SCD, and Linux systems at HAO, has been 
developed. I will describe the directory structures, perl and
C-shell scripts and utilities that support the method, followed
by simple instructions on how to get started making short default
runs. The new method will co-exist with the current method (which
uses the "submit" script) for some undetermined time. Users will 
be encouraged to use the new system when starting new runs or 
experiments, while finishing current work with the old method.
