[pyngl-talk] PyNIO/PyNGL binaries

Would it still be possible to get the binary of PyNIO and PyNGL? The latest
version I can get on EarthSystemGrid is 1.4.0 (PyNGL) and 1.4.1 (PyNIO). I
prefer not to use conda forge to install PyNIO and PyNGL. I've had lots of
issues on conda-forge. In the past I barely had issues on binary version of
both programs. So I still prefer the binary version if possible. Otherwise,
I may have to install them from source.

My computer environment
Ubuntu 16.04 (64 bit)
gcc-5.4.0 20160609
numpy 1.13.3
python 2.7.14 (on Anaconda Python)
