[pyngl-talk] Importing PyNIO from a conda install

I have found the problem with the HREF data and will be checking in a
fix soon. I will try to make a new "beta" version and put it in the
"dbrown" channel. I can't promise exactly when, but hopefully within a
week or two.
I will take a look at the wavewatch data now.
