[Nsa] Faculty Fellowship Program in FY14

Dear NCAR Scientists,

I am sorry to announce that the ASP will not be seeking applications for 
the Faculty Fellowship Program in FY14.  Due to budgetary constraints, 
we are unable to support any new Faculty Fellows.  The Fellows selected 
during the FY13 search will still be supported during FY14 as planned.

We hope to have better news for FY15.
